What to ask before commissioning a survey, arranging removal or releasing building work in Leeds.

Frequently Asked Questions

Is A Management Survey Enough For Refurbishment?

A management survey is intended for normal occupation and foreseeable maintenance, so it may not investigate concealed materials within a refurbishment area. Give the surveyor the exact work specification before contractors start. An intrusive refurbishment survey is normally needed where the proposed work could disturb hidden asbestos in the building fabric.

Does Every Asbestos Finding Mean Removal?

An asbestos finding does not automatically mean removal. Material condition, location and the likelihood of disturbance guide the management decision. Some materials can remain in place with suitable controls and condition monitoring. Damaged materials or those affected by planned works need a specific assessment before deciding on repair, protection or removal.

Does Asbestos Removal Always Need A Licence?

Asbestos removal does not always need a licence, but the decision must follow an assessment of the material and the task. Some work falls into the notifiable non-licensed category and still carries specific duties. Ask the contractor to explain the classification and confirm the evidence before accepting a proposed method or programme.

When Can The Work Area Be Used Again?

The work area can be used again only after the relevant cleaning, inspection and clearance requirements have been met. For work requiring four-stage clearance, an accredited analyst assesses the area and issues the appropriate certification when it passes. Agree the handover arrangements before work starts and retain the documents with your site records.

Can A Photograph Identify Asbestos?

A photograph cannot confirm whether a material contains asbestos. It can help a competent person understand the setting and plan an inspection, but identification requires representative sampling and specialist laboratory analysis. Do not disturb the material to improve a photograph or obtain a sample yourself, especially if it is already damaged.

Does A Negative Test Clear The Whole Site?

A negative asbestos test does not clear the whole site. It relates to the material represented by the submitted sample, with any limitations described in the sampling record. Other materials and concealed areas may still require investigation. Check that the evidence covers every part of the proposed work before authorising contractors to proceed.

Is An Asbestos Survey The Same As A Management Plan?

An asbestos survey is not the same as a management plan. The survey records findings within an agreed inspection scope, while the plan describes how your organisation will manage the resulting risks. A working plan connects the register to responsibilities, condition checks, contractor information, actions and procedures for dealing with unexpected disturbance.

How Often Should A Management Plan Be Reviewed?

An asbestos management plan should be reviewed when circumstances change and as part of your planned management arrangements. Relevant triggers include building work, changed responsibilities, disturbance and scheduled condition checks. Choose review and inspection intervals that reflect the site risks, and record who is responsible for keeping the information current and available.

Can Refurbishment Surveys Be Done In Occupied Rooms?

Refurbishment surveys require the affected area to be vacant because the investigation is intrusive and may disturb concealed materials. The surveyor should agree segregation, access and any conditions for reoccupation before work begins. On a partly occupied site, the surveyed zone and its relationship to neighbouring activities need careful planning.

What If The Building Works Change After The Survey?

Building works that change after the survey may need further asbestos investigation. The report only covers the agreed inspection scope, so additional rooms, service routes or structural openings must be checked against it. Send the revised specification to the surveyor before releasing the changed work to contractors or starting new enabling activities.

Can Asbestos Waste Go Into A General Building Skip?

Asbestos waste must not be mixed into a general building skip. It needs suitable containment and an authorised hazardous waste route appropriate to the material. Tell your waste contractor what the waste contains before movement, and confirm packaging, carrier registration, the receiving destination and the consignment records required for your commercial site.

Does An Air Test Prove A Building Has No Asbestos?

An air test does not prove a building has no asbestos. It records airborne fibre conditions for the sampling location and period, with the limitations of the analytical method. Materials can still be present in the building fabric. A suitable survey and material analysis answer different questions from air monitoring and remain necessary where appropriate.
